Have tried everything that is possible and nothing has worked, I still get the same error when I try to play. I have reinstalled, restarted the PC, copied the dll file to system32 and the 64 place, installed directx and nothing has worked. Send help

I'm guessing you got that from a "FREE DLL" website. Delete that file immediately and run a malware scan.on your system.
After that, run DirectX End-User Runtime Web Installer and restart your machine.
If that doesn't work, clean your registry of invalid entries - CCleaner - and try the step above again.
