Loading in late to game

When I'm in the loading screen going into a game everything will start normally. But when I get to around 70% loaded in my percentage will stop. The ping in the bottom right corner still changes and the rotating blue wheel in the same corner still spins. But I never load in and the game just starts without me. Now I have gotten losses in multiple ranked games because I was waiting for my game to load. I know it is not my internet connection because my brother plays next to me on a laptop and he will load in fine so it might be my own computer or a client issue. I am also currently facing 20 minutes ques for 5 games because people remake games before I can load in. Is anyone else experiencing this issue? I would really appreciate it if I wasn't getting punished for something completely out of my control.
