Have been restricted in the past, it has been awhile though. I'm still not receiving any awards post match and I've hit champion level 5 mastery with two different champions in the last few days. What gives?
First, have you received any notifications about being ineligible for receiving crafting rewards due to past behavioral punishments? I don't know if you actually receive some sort of notification like that if you are, but I have seen some posts about people seeing that. It might be in the Hextech crafting tab, but I don't know. Point is, if you do see this, then that means that you are indeed ineligible to receive the rewards until you are considered "reformed" in the eyes of the system. How long it takes until you are considered reformed and can start receiving rewards isn't a fixed time period, so it will be different from player to player.
If that is not the case for you, then are you, or someone you are in a premade party with, getting an S rank for the games you've played? That's how you get chests. You don't get them by simply reaching level 5 mastery on a champion.
Have you ever (or at least recently in the last few months) been on a game/chat restriction? I was about a month ago so now not getting a Grade or any Loot either.
