Launcher + chat + Friends + notifications aren't working (UI bug?)

I just logged in today and my notifications for Friends, gameplay, and a new one "chat" are flashing constantly. When I hover over them with my mouse to click them, it doesn't execute the procedure. This is so blatantly bad, I'm sure I'm not the only one who's having this problem but, I couldn't find any other posts saying people were.

Also when I go to "Play" then click "ARAM" it also doesn't let me click it. All other gametypes seem to be working fine, though.

My questions are:

Is this a known issue? Is this something I'll just have stop playing LoL for a few months and come back when it fixed? I don't think there is anything I can do on my end, but I'm open to options.

In the time it took for Riot to flag my original post as "You posted it in the wrong section" they could've answered my questions. They also didn't tell me the right section to post. So, instead of me being confused now I'm pissed off. Good job Riot!

If you're going to say to someone "you posted in the wrong discussion" the LOGICAL thing to say next is "your question belongs in X category, because of Y and Z reasons."
