Permanent LeaverBuster Glitch

First of all, I am 100% certain this is not caused by constant reports/leaves.

I am permanently in the "low-priority queue". I've been in this queue for well over 30 matches yet remain in it. I was placed in the low priority Queue for leaving, which is fine but I don't find anywhere that states a permanent low-priority queue penalty is possible, so I figure it must be a glitch. Any help is much appreciated
