So as soon as season ended I made Silver 5, does getting the border only count when you make rank before the season ended? Whats the point in ranking up in pre-season if I cant reap some of the benefits.

You only get ranked rewards if you ended in that tier before the season ended on Nov 7th 11:59pm. So if you got it anytime after that you won't get the rewards.

pre season helps you test the new patches.. almost every season the masteries have changed.. ranking up allows you start placements higher in the next season..
