I just recently finished playing a match (ARAM) as Viktor when i hit 10 I bought his perfect hex core. I dont know if i clicked the icons too fast or if its something else but after that I was unable to upgrade any of my abilities.
If all your icons had a red background by the time you bought your Perfect Hex Core, then you have bought all upgrades for Viktor's abilities.
I, too, just played as Viktor and upgraded his Hex Core once at level 5. Did not receive points to spend on any abilities from that point forward. Full game with 5 points spent, no ult...not so awesome.
