Dodged by Riot???

I was in queue for a normal game (thank god) and an enemy champion didn't appear to lock in his choice, and when the timer expired there was a slight lag then I got hit with a dodge penalty, even though I didn't even get the chance to pick my champion. It wasn't even my TURN to pick my champion, it was the other teams turn. What the hell, Riot?
