Stuck in reconnect Screen 2019

i am playing a aram before, and it suddenly said connecting , and i wait for some times and it keep loading , so i close the game and want to reconnect the game . but then i can't reconnect anymore . when i click reconnect ~ it come out black screen . and few sec later , it show me " Unable to connect to the server . Please check your network connection and attempt to reconnect to your game "

i restart my router (network) i restart my computer i reinstall the game

but it still not working , when i login , it just jump out black screen directly, and it show me those words again. when i click try again , it still not success , when i click no . it just come out from the black screen , and just can see the reconnect button and my friend list. and near my name there show i am still in game .
