Hextech Crafting Key Shards

I'm not entirely sure if this is a bug but I want to say that I haven't gotten a key shard for well over a month. I mean a shard, not a key. I would go as far as pushing it close to a month and a half. My sense of time could be a bit off. Point is, I haven't earned a key shard in a very long time and I've seen the consistencies before this and know how it works. I should have gotten one by now. Hell, I think I should have at least one key by now. I just found this to be really odd and was hoping to find some insight on this, because I have four chests sitting in my loot that have been here for nearly two months. Again, to make things clear, this isn't a "I'M NOT GETTING ANYMORE KEYS THIS MONTH AFTER OPENING UP 8232 CHESTS, WHY AM I NOT GETTING KEYS!?1" rant, I'm consistently not getting shards despite the high amount of games that I've put in. In fact, I've played less games in the past and have accumulated at least one key in the span that I haven't gotten one shard.

Edit: To be clear, I know how the system works and I know about that it becomes more tedious to obtain keys after you've obtained shards within the span of a month. I know that this resets after a month's time. Because of the date of when I would get my reset, I should have gotten that twice, that's why I think there may be a bug when it comes to not obtaining a single shard.

Also, for those that just see this and instantly downvote, this isn't a rant of entitlement. I think there may actually be an issue and I'm trying to square that away. Believe me when I say that I've praised HC plenty in the past to my friends and I find this to be quite fun to slowly obtain things without having to pay. Point is, there currently seems to be an inconsistency and I was just asking for some insight. I'm not the only person that is having an issue with this, I know because I've asked others.

Edit: Since a key shard's drop chance is increased when you are in a party with others I think it's also important to also mention that within this time I've been duo and trio queuing with two of my friends, which should have increased the odds of obtaining one even more and neither of them are getting key shards.

they drop very infrequnetly and to tell u the truth i have only had 2 drop from an real game but they drop pretty decently on the rotating game modes. wonder if that is intenional?

Finally, after a month and a half of not getting a key fragment I finally got one. Jesus, not sure why it took that long of consistent play to get a single fragment.
