Losing control, can't move or use abilities/spells

Ever since 5.2 dropped I've been losing control of my champs usually in the middle of fights. I thought it was my connection at first but my ping never gets higher than 93 in-game and I'm not seeing this problem on any other game. When it happens, I can't move or cancel movement and I can't use any abilities or spells BUT I can type in team chat for some reason. It usually doesn't last longer than a few seconds but in a fight a second can mean death. EDIT: I know it's not just me that's having this issue because I ran into someone in 3s that was having the same problem.
