picking champs had 8 seconds dodged for locking in

we were picking a champ and my buddy locked in and he had time to pick and it kicked us and made us wait the SIX minutes .................... and my friend got the ban for busterleaver and now we gotta wait an extra 10 minutes wtf is this.......................................
