Bug with Ancient Coin Quest [GAMEPLAY]

There seems to be a bug when you complete the Emperors Favor for Ancient Coin. When you complete the quest and get the reward with the elixir of skill , as long as you have it in your slot it always counts a skill point when you level up, meaning, if you level up from 9 to 10, you can upgrade your ultimate same for 15-16, as well as if you go from 7 to 8, you can max out an ability before level 9. I accidentally discovered it one game but thought it was just my side visual (I was having a lot of trouble at the time with my computer), but when I played today with the ancient coin and finished the quest, I realized that it's actually in game and you can indeed level up your abilities ahead of other people. Please call me out if I'm just being dumb and its actually part of the quest, but I didn't seem to read anything in the rewards that you could. I'll make sure to keep this page updated if I find any more insights to it. (If you wanted to reproduce this bug, all you have to do is go into PRACTICE TOOL, (Do attempt to purposely do this in a normal or ranked game cause it deems unfair to other players and gives you an advantage inside the game). Give yourself gold, buy ancient coin and complete the quest, once you complete the quest keep the potion of elixir, get to level 8, and you can max out an ability without using the elixir.
