Haven't recieved my free 400rp on my account

My friends have told me they got 400rp free when they started but i haven't got this yet. I was wondering if it was a bug or maybe it was a a limited time. Please help me.

they stopped doing this, and instead replaced it with a starter chest for hextech crafting
