Relic Shield and the items it build into are less effective for tanky supports late game because they dont do much damage, but area really useful early game. However early game it is clear that relic shield's execute isnt working properly, it doesn't really activate rather I have to last hit in order to share the gold with my teammate.
This can be easily recreated by just buying the relic shield

Thresh attacks are ranged, the execute damage only works for melee champs.
Relic shield has never executed on thresh that i know of. This is because thresh auto attacks are considered ranged. Should still work if you get a legit last hit on a minion though, you just wont execute it.
Personally i think coin is the better start for thresh tho.
You must wait for your E passive in order to help you proc your stack for Relic Shield. Wait until the E passive turns red and it should be significantly easier to use a stack of your shield. Last hitting minions as Thresh with relic shield is actually a skill you need to work on. Only attempt to use a stack on Thresh when your E is red. Do not attempt otherwise or else you'll risk losing your ADC CS. Or even worse a cannon.

read the item carefully. Its melee execute. Thresh is ranged (believe it or not). It won't work unless you do get the last hit.
This is an intended interaction. Thresh is supposed to use his e passive to get the extra damage, the execute damage doesn't work for him. Never has.
