Missing Champions and Skins - Please Help

Game indicates I need to unlock certain heroes and skins that I purchased and played with previously. Don't know what happened. Was able to access them as recent as a few hours ago.

Reviewed my purchase history and noticed that certain purchases were "refunded." However, I never authorized this, nor have I received IP or RP back.

What's going on?

Edit: Just noticed I mystery gifted a bunch of stuff to someone named "PRELI" I dont know this guy. Please help! It appears I was hacked.
