Irelia E still Bugged?

So me and my Homie played this game today(Dont judge us!) And this Irelia had full Hp and Stunned Jax with half Hp like 3 times over the Game Me and my Homie = Confused We looked it up and couldnt find any trace of a "Buff" Rather we found Treads where they say its a Bug

So is it a Bug? Or intended?

And yes i know its %Hp but she Stunned us full hp when we where half Hp Yes we wouldve died anyways but thats not the point! :D
