Rakan's Passive does not interact with Runic Armor mastery

Rakan's passive was recently bugfixed to properly interact with things that modify heals and shields, such as Windspeaker's and , but Fey Feathers still does not interact with Runic Armor. Runic armor still buffs his Q and ally shields with his E however.
