Game showed enemy team surrendered, but game didn't end?

I just played a game where the enemy team surrendered. It said 4 votes were to surrender, but nothing happened. I ask and their afk Cho'gath came back for the vote. On their team it ended up as 3 votes to surrender with 2 being not to. This debacle caused 2 of my teammates to leave because they thought the game was over. They came back later wondering why the game was still going on after they surrendered.

I thought I should point this out as this could cause some problems.
