Hi VetSchoolHigh, I can understand why you'd be frustrated with not being able to buy or spend RP. It is very unlikely that this problem is happening on Riot's end, and more likely that it's a problem with your Internet Explorer settings, or having the incorrect time/date on your computer. If you follow the directions in this guide from Riot to fix the problem, it will most likely get you back to shopping.
In the future if you are having a problem like this, I would recommend posting in the Help & Support boards. You'll find that a lot of people have very useful advice to give when you run into problems with the game.
