Keeps saying Ive maxed out my attempts on my cvv

So i try to buy rp with my visa card, and i know my cvv is right, but for the last 3-4 days, it keeps saying "You have exceeded the maximum number of attempts at this time. Please wait 24 hours and try again later." so i wait 24 hours, and the same message keeps poping up, doesnt riot want my money?

Maybe you tried it again before the 24 hours was up and it reset to the full duration?
