[6.17 gameplay bug] Secret stash mastery not working properly

When i opened up a game yesterday i found that my mastery for the biscuit to replace the potion was not working. This hindered my gameplay a bit as I am used to having the extra mana sustain in lane. The problem persisted through several games.
