[GAMEPLAY] Permanent Elixir of Wrath?

On Zed, the elixir of wrath seemed to forever be at 3 quarters done. At first i thought it was just the 30 second refresh thing it had but then i realized it was frozen at the 3 quarters mark. Any suggestions as to how it happened?
