[GAMEPLAY] Permanent Elixir of Wrath?

On Zed, the elixir of wrath seemed to forever be at 3 quarters done. At first i thought it was just the 30 second refresh thing it had but then i realized it was frozen at the 3 quarters mark. Any suggestions as to how it happened?

was the elixir still in effect or was it just a visual bug?

I'm not sure if it was still in effect, but the red particles from the elixir were still there
