Players making in game bots

I don't know of this is necessarily a bug but it is extremely important. People have been making programs or (Bots) to earn IP while they are not online. These bots have been seen on Pvp maps, starting on the 3v3 game modes now seen more frequently in 5v5, these bots all have heal and ghost, then autolock champions and feed the Enemy team the whole game because they're basically just commanded to go to lane, attack enemy's without using skills occasionally run back to tower if it has low health but not all the time and this is really annoying. I feel like riot should have these precautions already made so bots can't spam, troll or ruin other players games by feeding.
