Ryze Q?
I see Ryze's Q as a cooldown of 2.4 but the actual time is closer to 3 seconds.

Did you use your passive? Your passive lowers down to a minimum of 0.25 seconds your cooldowns, so if you're at 0.10 and you use your passive I think the cooldown goes back up.
