Twisted Fate's E doesn't have a sound at latest patch.

I just played Twisted Fate for a few games and realised he doesn't have that voice effect of laugh when E is ready.I have been playing Tf since season 4 so it effects my gameplay too.Just need to learn that is a bug or is a patch difference.
