I bought the ward with 150 tokens, I see it in my loot page, and its there under wards and it says ''Owned'' but it doesnt go to my collection and actually Unlocked it, i tried relogging and playing a couple of games but nothing :( [sg-lux-2] [sg-soraka]

Did you try to buy it multiple times? I did that originally and thats when it showed in loot as owned because it was both unlocked and a duplicate. If you go to the wards collection you should find it at the bottom.
Also another thing, The ward being in my loot makes it seem like I already got the skin and its a duplicate, but the thing is, its not in my collection or even useable in a game, so perhaps it like thinks I own the ward skin? I don't understand but I dont have enough tokens to buy another one, I also shouldn't have to waste 300 tokens [slayer-jinx-unamused]

Nice Summoner Name, I'm not too surprised you purchased the Pumpkin Cat Ward. It is something that my colleagues are looking into and is something the Server Status Page notification was vaguely referring to. I took a look at your account and can verify that you do have the ward skin, but where you'd find it might be a bit surprising.
In the meantime, if you purchased it and re-logged, you should be able to find it all the way at the bottom of the Wards Collection page when looking through the "My Collection" selection: https://imgur.com/Swg3unO
