[CLIENT] Lobby chat issues, trouble connecting

Lobby chat shows Connecting..... for a long time and then only connects to send and received every 15 seconds. Checked network logs and no SSL sessions between my network and riot is being dropped. This started after a patch update, but i was behind so I do not know which one.
