Thresh as a support is amazing. When using him with relic shield still pretty great but his relic shield doesn't proc the execute on minions making it hard to farm at times for yourself and the adc. I would appreciate if someone fixed this bug because I feel it is simple and is just and issue involving his e ability.

This is intended. The execute passive for Relic Shield (and it's upgrades) only applies to MELEE basic attacks. Thresh is classified as a ranged champion, so he does not benefit from the execute passive, though he can still share gold by killing minions.
