Bug (game play/client) cant click screen in game

So ever since the last patch every now and again ill join a game and i wont be able to play at all. When i click to get my first ability nothing happens, shop nothing, champs nothing. If i right click to move nothing happens. When i click keys like for example escape the options screen will not appear. The stranger thing is that my cursor will be there and will change views when it scrolls over abilities and, it will move the map. The arrows over the abilities will also highlight signifying that the GUI is registering that my cursor is there as will the button on the AFK warning if that's there. I'm not sure if its a game play bug or a client bug because it seams like my mouse is actually on my home screen. Sometimes if i move my mouse correctly i can start playing if i click in the right spot moving it to the bottom of the screen like if i hit the LoL window tab. Is it his a Common issue? It should also be noted by once in a while i mean between 25-30% of the matches i get into.
