Why will i face people that are not in my rank?

I am new to the game.I am a bronze 2 player in solo/duo and bronze 1 player in flex. But why will I face tier average silver 2-4 people? As they are not in my rank...im so confusing, so is this a game bug? As I think I should face people that are in bronze 1-2
