Skin not working

I am getting sick and tired of buying a skin and then not being able to use it right away. I need my problem resolved as soon as possible. I know I did not just pay good money to buy a skin and not use it. does anyone know how I can contact riot directly? An e-mail or phone number? This is ridiculous.
