Key Fragments for Rotation and Rented Champions

According to this page, it is a bug that we can't get key fragments from champions we don't own. This has been present since Hextech crafting was implemented a year ago. We saw how Riot added the post-game chat line that's been there since to add clarity for those who were confused, but that's all that's been done in all this time. It feels like Riot used that as a bandage and has turned the bug into a feature, but this feels very deceptive especially since it is still listed as a bug here. I don't really think it should take very long to fix, and would love to hear from a Rioter as to the technical aspects of fixing this in case I'm incorrect. I am the type of player who loves trying out every champion I can. I always follow what the free rotation champs are going to be and get excited to try out champs I've never played before. It is very discouraging that my interest in playing new champs means that I am frequently unable to get key fragments from the games I play. I would really appreciate a response from Riot to provide some transparency on this issue.
