After patch 7.19 i expirience large lobby delay

Hello, My summoner name is dido sgsag ( eu east) And ever since patch 7.19 me and my friends expirience large glitch or bug in the client. We can't start a game because while in the lobby some of us dont get the accept menu, others accept it but it doesnt count. When someone leaves the game entirely for the rest of us he is still in the lobby and etc. Even if we are lucky enought to get to champion select we get a bitch slap because we cant pick champions or get large delays which leades us to loose LP and getting large time bans becuase we just cant pick champions. We still after many tries havent been successful in starting a game. We play on different Ip and different internet providers so its not slow internet or internet connected. We also play from Bulgaria. Could this be somehow connected to the large bulgarian bug which was alomst of the same kind that happened a few months ago. But then at least we could start a game.
