LeaverBuster Penalty Before Loading Into Game

I've recently begun noticing a weird bug. I'll get into a ranked match lobby, finish champ select, get the white screen before the load in, then I get automatically returned to Client Window (home) as if someone left during champ select. But if I try to re-queue for a ranked game, nothing happens when I press the "play" button. I heard the sound effect and see the depress animation but I can't join queue. Only if I relog client can I Play ranked again.

Here's the thing though:

This just happened during my Promos. After I relogged I was notified by LeaverBuster that I was penalized for leaving my match (5min lower priority queue) AND got send back down to 60LP in Silver IV. This is not fair. I have no clue while this is happening. My ISP is fine. I always open my internet browser after these crashes and it opens fine. NORMALLY when I can't connect to a ranked match I get the message to cancel/retry and that always solves the issue. But this problem is different entirely. I'm NOT presented with that option, all play modes aren't accessible unless I reboot the client AND I get penalized when I never left. RIOT HELP.

UPDATE: Just played another ranked game. After finishing (losing because I had trolls from lower priority queue) My leaverbuster has now been upgraded to 5 games for lower priority queue. FOR NO REASON. WHAT IS GOING ON.

It just happened again. Only this time when I had the white screen before loading, the option to "cancel or reconnect" came up and I hit cancel as usual to return to the client and have the option to "RECONNECT" again because that is the only way (in the past) to reconnect to games. Clicking Retry in the white screen just times out. NOW when I try to queue for games in draft or ranked it says "ATTEMPT TO JOIN QUEUE FAILED-An unexpected error has occurred while attempting to join the queue. Please visit player support as support.riotgames.com"
