Lucian bug
If i remeber lucina passive is bonus autoattack after spell he use then why temmo cant stop them with his q

Teemo's blind doesn't work against lucians passive, which is two fast basic attacks. It doesn't make sense, since teemo can blind for example rengars Q. I don't know if this is intentional or a bug. It just seems odd to me that it doesn't blind a basic attack.
The reason for this has to do with how Blind works. Blind will cause basic attacks to miss, including those empowered by an ability (such as Nasus' Siphoning Strike), however it will not cause spells to miss (even spells with on-hit effects such as Ezreal's Mystic Shot).
Let's take a look at Lucian's wiki page:
Lightslinger INNATE: After using an ability, Lucian's next basic attack within 3 seconds shoots twice, the second shot dealing 50 / 55 / 60% AD physical damage, increased to 100% AD against minions.
The second shot applies on-hit effects and can critically strike for 75% bonus damage, increased to 100% bonus damage against minions.
The wording is certainly ambiguous here, but it can be inferred that the second shot is not actually a basic attack, but rather a spell which activates innately upon basic attacking after casting a spell, and applies on-hit effects and can critically strike.
