Teemo toxic shot Liandry's Torment
Teemo's toxic shot doesnt activate Liandry's Torment for some reason tested it 2 days ago it should be fixed. If not, then description of item should be changed to "on hit effects"

I think it's more of a balance issue. Imagine rushing a liandry's against your lane opponent...once it's done they would be utterly screwed, all you'd have to do is poke them every so often with a single AA to keep them near-death.
Teemo's E does not apply on-spell hit effects, so Liandry's will not proc.
Teemo's Toxic Shot is an on-hit effect, not a spell. 
only procs on abilities that apply on-spell effects.
