Leaver Buster is busted??

So my friend and I have been experiencing major client issues since the hot patch that rolled out in the last week of April. We have had multiple instances where in champ select we are un able to ban or pick due to client freezing. We get into the lobby an can chat but when bans started we cannot click on a champ to ban. This causes a dodge, inevitably causing a time penalty. This has been an issue on and off for years now. yet somehow leaver buster has not been changed to detect if someone's dodge was bc they chose to dodge or rather it hasn't been changed to detect client freezes. Meaning that we are getting lower que times and penalized for something we didn't do. Why is it season 6 an our leaver buster system cannot tell when our client freezes causing the disconnect? Can it be fixed? if not, something needs to change, we as players should not have to be penalized due to client freezes. it is absurd that I have to wait 30 minutes this time because the client has frozen 3 times today in the last 1:30 mns. Please send help.
