[Gameplay] This dog don't hunt. Warwick's bloodhunt passive did not activate on low health opponent.

For some reason, Warwick's blood hunt movement speed passive did not activate on a very low health target that was both within active w range and personal visual range.

1. Started W level 2
2. It activated briefly when my midlaner got first blood so I assumed nothing was amiss.
3. Went into enemy jungle to steal some chickens.
4. Very low health wukong appears chased by a red buff. (we are both surprised I'm sure.)
5. Didn't think to manually activate my W as it has always activated on low health targets across the map.
6. Wukong is within activation range of w for 15+ seconds and nothing, no passive activation.

I was not put in that situation for the rest of the game and my W seemed to work as needed from then on. However, there was definitely something wrong in that moment.
