All players lag ~5000 ping - Spells recast, minions stack to 50 on a wave

The whole game was bugged. First no one could connect. 2 were still afk at the end of the game. Minions stacked approximatly 500 in our base. sometimes you could move. For example sivir e went off like 20 times. WTF IS THAT?
