[GAMEPLAY] Volibear W Cooldown on Monsters

Volibear's W is supposed to reduce the cooldown by 50% when used on monsters. Sometimes, seemingly arbitrarily, it does not.

Steps to reproduce: Step 1: Attack until W can be used. Step 2: Use W on monster.
