Phantom dancer and Static shiv bugs on garen

While playing garen, I noticed that buying phantom dancer failed to provide the passive allowing him to move through units. Allied and enemy minions could still minion block him. Also, the animation for static shiv activating is much faster than garen's q animation. Static shiv would activate before garen's q empowered auto even landed (while midair).

For the Phantom Dancer passive, you need to within a 550 range of an enemy champion in order to be able to move through units.

Phantom Dancer's passive activates only if you are within a 550 range of an enemy champion.

No you guys got it all wrong, Garen's E makes him ignore minion collision. It seems that the effect of Phantom Dancer overrides the effect of his E, so he is no longer able to ignore minion collision.
