FPS Dropped in the last few days, From 140 to 30

Two days ago my FPS dropped from a usual 140 to 20-40. I have a high end PC that's only using 20% of the CPU and less than 10% of my total available RAM, while League is running. I have every other software turned off. I changed my booting settings to prevent any other software from launching during Windows start up. My drivers are up to date, nothing has changed. One day i had 140 FPS and the next it was 20-40. This started when Riot's server status showed a red exclamation about "Players disconnecting from games" although I have not disconnected I'm wondering if its related.

Any advice? thanks
