Pbe bug

Well I can't run lol pbe I have downloaded it many times over and over again and what happens is I click run on lol.launcher.admin but then nothing else happens I tried clicking on lol.launcher but nothing happens as well. If it helps there are no icons with the L http://prntscr.com/65j2q2. Can you pls help me I have recently been notified that I have been accepted to play on pbe and now I can't play on it and I was very sad.
