ranked is buggy

Heya. So I started playing ranked games today and found some issues:

These games were super laggy and I only deal with that sort of thing one in maybe 20 games in normals. The first game wasn't so bad (except for one of the best Xerath's I've ever played against) but mid to late game, it was maybe a frame every couple seconds then fine again, then back to the frame jumping even when no team fights were going on. The fourth game, however, I couldn't ban a champion in select and was banned myself for 5 minutes. I thought "no big deal" then started again, same thing, couldn't ban, even after selecting the champ and hitting "ban" with 2 seconds to go, a 20 or so minute ban on me. How is it that the game won't let me ban a champ in select but I can get banned for declining or whatever the warnings said? No worries, will restart again and get back to it. Thanks for your time.
