[CLIENT][GAMEPLAY] Scrolling in client and game for no reason (doesn't affect other windows)

this happens in both the client and gameplay, the game acts like its being zoomed in all the time. (scroller wheel scrolling) however, when i go to other pages (chrome, solidmodeling software) at the same time, it does not act this way, even though the window is selected, but once i switched back to league it had the massive scrolling problem. its repruduced like this: play a game. encounter this problem. Restarting did not affect it any. plus i used my leaverbuster allowance to fix the problem ( :( )
