Can't see ANY stats in new HUD?

I thought it was supposed to be this way until I saw some videos of people playing, and after looking it up it doesn't sound like anyone else's HUD is like this. Basically, I don't have any stats up. At all. If I press C, I can see all of them, both the top and bottom little panels that show stats. From what I've gathered, I feel like the bottom panel should always be showing, and pressing C only reveals the top. That would be much better, but I can't figure out why it's not like that for me. I haven't changed any key bindings or anything, and I can't find any settings that might fix this. Does anyone have a way to fix this?

There's a little helmet icon in the bottom left corner of your character's portrait once you load into the game. If you click on it it will permanently show the bottom box of stats.

The little green circle at the bottom left of the center HUD will enable exactly what you're looking for. Enable it once, and it'll remember that setting so you won't have to enable it at the start of every game.

I have NO idea why on Earth Riot would not have made that default to enabled. Took me some time to find it, myself.
