how does a jungler form very start of a match have SMITE against an enemy champion?

It looks like what happened was Udyr solo killed him. Udyr, as you may know, has no slows in his kit, and in fact none of the other champions in his game have a slow that would be subtle (though MF did take Make it Rain level 1, but again, was not involved in the kill). My guess is that A) a slow never happened or B) there was some sort of stun/creep blocking shenanigans
