Bug Splat in champion select

Good day summoners,

One of my friends randomly gets a bug splat in champion select. It's a very odd bug splat as it does not always happen. He will disconect from the server while in the champion select and then re-appaer around 60 seconds later; if however he was first pick he will miss his time slot and be kicked out of champion select and be given a bug splat error. Its frustrating because he keeps getting to promotions and loses games thanks to the bug splat kicking him out of champion select.

Any idea why he is getting these bug splats? Could it be that his computer hardware is not up to date. I don't think it is though as it runs the game with decent frame rates.
