LEAGUE INSANELY HIGH MS WHILE INTERNET IS OK

I opened league today in order to play a game or two with a friend of mine.When the game loaded i had about 100ms it was disturbing but still playable i walked to lane and my ms raised to about 300 and stayed there for pretty much the whole game.I played one more game to see if the same thing will happen and it was even worse.I cant play league like this and i tried any type of fix i could come up with if someone knows how to fix this please reply .
